Windows Security Center – Service 10
The WSCSVC (Windows Security Center) service monitors and reports security settings on a computer. The service also has a public API that allows external consumers to programmatically retrieve the aggregate security state of a system.

Where is the Security Center located in Windows 10?
Security Center is a Win32 plan. In Windows 10, it is automatically initialized when the operating system starts. Then the Security Center service is probably running as NT AUTHORITYLocalService in a better shared svchost.exe process with other services.
